This is the website accessibility statement in line with Public Sector Body (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018

This website is run by the University of Edinburgh. We want as many people as possible to be able to use this website. For example, that means you should be able to:

· change most of the colours, contrast levels and fonts

· navigate most of the website using just a keyboard

· navigate most of the website using speech recognition software

· listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

How accessible this website is

We know some parts of this website are not fully accessible:

British Sign Language service

British Sign Language Scotland runs a service for British Sign Language users and all of Scotland’s public bodies using video relay. This enables sign language users to contact public bodies and vice versa. The service operates from 8am to 12 midnight, 7 days a week.

Non accessible content

The content listed below is non-accessible for the following reasons.

Noncompliance with the accessibility regulations

The following items to not comply with the WCAG 2.1 AA success criteria:


· It is not possible to use a keyboard to access all the content

o 2.1 - Keyboard accessible

· Information is conveyed as an image of text rather than as text itself so that it's not compatible with screen readers and other assistive technology

o 1.4.5 - Images of text

· All non-text content that is presented to the user has a text alternative that serves the equivalent purpose.

o 1.4.11 - Non-text contrast

· Some content cannot be presented without loss of information if the line height, paragraph spacing, letter spacing or word spacing is increased.

o 1.4.12 - Text Spacing

· There is content that has moving, blinking or scrolling information that (1) starts automatically, (2) lasts more than five seconds, and (3) is presented in parallel with other content, there is a mechanism for the user to pause, stop, or hide it unless the movement, blinking, or scrolling is part of an activity where it is essential.


o 2.2.2- Pause, Stop and Hide 

We intend to look and see if we can resolve any of these issues and takes the necessary steps where possible by September 2020.

Content that’s not within the scope of the accessibility regulations


It is unlikely that the map functionality is fully accessible with all assistive technologies. However maps are currently not within the scope of the regulations i.e.


· It is not possible to use a keyboard to access all the content e.g. interacting with the map to draw lines, polygons, etc. cannot be done with a keyboard.

o 2.1 - Keyboard accessible

• The mapper is still usable at 200% although at 400% magnification the map area is too small to be usable on most screens.

o 1.4.12 - Text Spacing  

Also the current interface doesn't work well with small devices given the nature of   the content (geospatial data and map). There is lot of additional information available in different formats including maps to download and information in the AccessAble - UoE app available for iOS and Android.

PDFs and other documents

Many of our older PDFs and Word documents do not meet accessibility standards - for example, they may not be structured so they’re accessible to a screen reader. This does not meet WCAG 2.1 success criterion 4.1.2

Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on how users can access our services, and forms published as Word documents. We have commissioned an audit service to assess the accessibility of our PDFs and plan to either fix these or replace them with accessible HTML pages by September 2020. We will also try to ensure any new PDFs or Word documents we publish will meet accessibility standards and where we find any that are not accessible we will rectify this as soon as possible.

How we tested this website

This website was last tested on 12th August 2019. The test was carried out by the software engineering team within EDINA .

In our testing we used this:

l Google Chrome's "audit" accessibility tool

l Siteimprove accessibility checked (Chrome plugin) from

l JAWS screen reader from Freedom Scientific running on Edge and IE11 (Windows).


We tested:

l our main website platform, available at:,

l the mapping application itself and additional support materials (PDFs).


What we’re doing to improve accessibility

We plan to constantly review and where possible improve accessibility on this website. We will continue to strive to address these issues and deliver a solution or suitable workaround.

We will continue to monitor system accessibility and will carry out further accessibility testing as these issues are resolved. However, due to the complex nature of the information displayed and the content type (maps) it may not be possible to resolve all accessibility issues. If this is the case, we will ensure reasonable adjustments are in place to make sure no user is disadvantaged.
